I have the XAMPP server install on my PC, but sometimes, I do PHP development directly on the website hosting server, especially if I'm working for my own website.
When you develop a website locally on your PC, you may have problem later when you deploy it on the host server. If you develop your website directly on a host server you will not have such problems.
I used sharing hosting in many different hosting companies. The main problem is poor security. Currently, I use fatcow.com. I use it for about 7 years and so far, I didn't have any problem.
I like Bluehost as well. Both hosting companies Fatcow and Bluehost offer many features. You can create a website with PHP and MySQL using your own code or you can use a website builder or Wordpress. You can have several websites on one account and have several email accounts.
The siteground.com hosting is a little more expensive but it is faster. The web site speed is very imortant! The faster your web site is the less likely its visitors will leave it without reading its content.
All three companies have a good 24/7 Support.
